English Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, UK councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of properties to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in England reported that 60% of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of playing fields and land to support their finances, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of councils seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Specific Cases of Proposed Disposals

One local authority in Kent announced its property management strategy featured the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Broader Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next spring to address the growing cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

Medway council explained it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

Research of county councils this week further found local finances being strained by the growing number of children and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the latest deprivation measures (IMD) covering English councils, several participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
